H.R. 639-Improving Regulatory Transparency for New Medical Therapies Act
This bill is effective notice that the Federal Food Drug and Cosmetic Act and the Public Health Service Act to the delay on new drugs release date. This is also for the ones who are using animal drug test to test the effectiveness on the drug itself before it's released to the public special needs. This issue FDA recommends control from the Controlled Substance Act until the Department of Justice rules the final ruling of the medicine to be released. This bill amends Controlled Substance Act to require the DOJ to give a ruling within 90 days after they were introduced about the medicine. This means that once DOJ got the ruling they present to the FDA for the ruling FDA takes action that was given from the ruling. This Bill was introduced by Representative Joseph R. Pitts. This bill went to the committee of House Energy and Commerce and the House Judiciary on February 2, 2015, and was sent to House Energy and Commerce Subcommittee on Health on February 6, 2015. The House Judiciary referred to the House Judiciary Subcommittee on Crime, Terrorism, Homeland Security and Investigations on February 3,2015. Then rulings began in the Senate Health, Education, Labor and Pensions on March 17, 2015. On October 26, 2015, the bill passed from Senate by unanimous consent without objection. This bill passed the house on November 16, 2015 with a unanimous vote without objection by the House of Representatives. The president signed the bill on November 25, 2015, and became law on that same day. Reflection In this assignment, we evaluate laws that we possibly don't even know it existed. I explored in the Law of H.R. 639. In this Law, is to protect and investigate more on drugs before it's released to the public. This assignment had opened me up to realize that new laws are released almost everyday. At first, I'd assume that laws are released every year. This assignment expanded my learning that I should be aware by law changes every day.
